A popper is a type of fly that has a floating head with a flat or curved front so when you strip it in, it moves a lot of water. And that's exactly the point: this simulates any sort of creature that's struggling on the surface of the water, like fish and frogs.
They're mostly used for fly fishing for predator species like bass, pike, pike-perch and asp.
